SHANNON ROTH is a program specialist with the Research and Technology Division of the National Center for State Courts. Her primary research interests focus on court performance measurement, court organizational culture, and judicial workload assessment. She played an active role in several recently completed projects implementing aspects of the High Performance Court Framework, including development of a divorce-case-triage instrument and continuous improvement efforts in Ottawa County, Michigan. Current work includes her participation with court culture assessment in King County, Washington; judicial workload assessment projects in Kentucky and Florida; and a multisite evaluation of holistic criminal defense. Ms. Roth also provides technical support for the High Performance Courts Framework (www.ncsc.org/hpc), CourTools, and Appellate CourTools (www.courtools.org). In addition, Ms. Roth creates and maintains surveys for the Research and Technology Division and provides general administrative support.
