PATRICIA DUGGAN is director of national programs for the Institute for Court Management’s (ICM) Certified Court Manager and Certified Court Executive programs and educational consultant for NACM. Ms. Duggan has worked in court management since 1989, most recently as the state court administrator for the Unified Judicial System of South Dakota. She enjoys public speaking and is also a Distinguished Toastmaster. She also completed the John C. Maxwell Certification Program as a coach. She holds a bachelor’s degree in organizational leadership and a master’s degree in management. She has been a Fellow of ICM since 2004 and was the 2011 Fellow Star Award recipient.
