Judge John R. Roach, Jr., is state district judge of the 296th Judicial District Court, a general jurisdiction court in Collin County, Texas. Judge Roach is serving his second consecutive term as local administrative judge and has implemented progressive reforms in the areas of courtroom and courthouse technology and mental health services. He recently implemented Collin County’s first veterans’ court program and directed the development of the highly successful mental health managed counsel program in Collin County. He is an instructor at Southern Methodist University in Plano, Texas and a frequent speaker around the country in the areas of court administration, evidence, family law, and trial advocacy. Judge Roach received his Bachelor of Arts degree in government at the University of Texas at Austin and his Juris Doctor at St. Mary’s University School of Law in San Antonio, Texas.
