Nancy Harlan Crean is the Civil Operations Manager, Multnomah County Circuit Court. Nancy manages the Civil, Small Claims and Landlord Tenant units and oversees the court’s mediation and arbitration programs. Nancy has a Master’s in Public Administration from Portland State University and her career with the Oregon Judicial Department spans 30 years, working for three Oregon courts (Multnomah, Lane and Clackamas counties) and in the State Court Administrator’s Office in Salem, Oregon.
