Jeff Rinard is the Director of Texas Office of Court Administration’s (OCA) Judicial Branch Certification Commission (JBCC). The Commission oversees the certification, registration, and licensing of court reporters and court reporting firms, certified guardians, process servers, and licensed court interpreters. Mr. Rinard also manages the Texas Guardianship Compliance Pilot Project. The project provides Guardianship Compliance Specialists to review guardianship filings in counties without statutory probate courts to determine if guardians are following statutorily-required procedures; audit annual accountings filed by the guardians; and to ensure that exploitation or neglect of persons under guardianship is not occurring. Mr. Rinard is responsible for the development and implementation of statewide guardianship reporting software for auditing of guardianship filings. Mr. Rinard has eight years of experience as the Investigations Manager with the Texas Department of Licensing and Regulation. Mr. Rinard served eleven years with the United States Air Force.
