Charlene Watkins served as a magistrate for five years before becoming the Foreign Language Services Coordinator at the Office of the Executive Secretary of the Supreme Court of Virginia. The division she heads ensures meaningful access in court to those who possess limited English proficiency. She manages the interpreter certification program and a team of foreign language court interpreters, and has a particular interest in the use of advanced technologies. A former court interpreter and Spanish teacher, Charlene has also served as Senior Policy Advisor to the Mayor of Miami. She speaks Spanish and Malay, has lived overseas in Singapore and New Zealand, and has traveled to every continent except Antarctica. She is a Certified Court Manager through the Institute for Court Management.
